Sources, scope & confidence

This is a preliminary atlas, not a complete inventory of all eligible land.

All six city-center circles are mapped. City and county ownership coverage varies by source; surrounding counties and municipalities are not comprehensively covered. Absence of a parcel means no conclusion about ownership or availability.

How the screen works

Radius: 25 statute miles from the displayed city-center coordinates, not 25 miles from metro-area boundaries. A parcel is included when its mapped polygon intersects a circle, including parcels crossing its edge. Dallas and Fort Worth circles overlap; a parcel is counted once in the overall register.

Area: source acreage or square footage where usable, otherwise calculated from GIS geometry. Gross parcel area does not equal buildable land. Large tracts remain included for potential subdivision; no yield is implied.

Outer envelope: requires sufficient area and a large enough minimum rotated bounding rectangle. This is only a necessary size check. It does not establish that the concept rectangle fits inside an irregular parcel or that there is suitable street frontage. It does not check setbacks, easements or subdivision approval.

Vacancy: a source vacant flag or land-use code is an indicator, not a field inspection. Zero improvement value is a separate, weaker proxy. Unknowns remain included unless filtered out. Identified public-purpose uses are inferred from available use descriptions; unflagged parcels may still have public uses.

Existing improvements: Records with positive improvement values or explicit improved-use descriptions are excluded, including conflicting vacancy records. Unknown conditions remain available and are labeled for verification. explicit source vacancy flags/descriptions identify vacant records; positive recorded improvement values or explicit improved-use descriptions identify improved records. Conflicting indicators and zero improvement value alone remain unknown. Classification refers to the source period and does not certify current condition.

Infrastructure readiness: kept separate from buildings and appraisal value. A readiness status requires a parcel-specific evidence link, verification date and summary. No utility service, capacity or access is inferred from vacancy, street address or ownership.

GLO: surface-interest codes 04, 12, 13, 14, 17, 18, 19 and 20 are separated from mineral, water and other interests. Code 20 is an undivided interest. GLO polygons are not offered-for-sale listings. Mineral-only records are excluded from the default view.

Lot studies: 12 Houston concepts for IB3 and Q2, and 4 Austin concepts for IB1, transcribed from your supplied studies. Using them in other markets is a dimensional comparison only. Austin IB1 impervious-cover findings vary by concept. All Q2 and IB3 parking, porch and driveway assumptions require local review.

Before a shortlist becomes a project: verify current title and surface ownership, agency disposition authority, availability, zoning / plat / deed restrictions, floodplain, drainage, environmental conditions, utilities, access, fire and parking requirements, trees, impervious cover and a surveyed buildable envelope.

Ownership names are screened for city/county patterns; related districts, private organizations and most housing authorities are excluded. Joint interests, name variants and source omissions may be missed. City management inventories can include easements or other tenure; read the record notes. Sources can overlap; matching county/account records are consolidated where possible, but inventory boundaries and GLO interests can still overlap.
